Josep Borrell Fontelles

Josep Borrell Fontelles is the High Representative of the European Union for Foreign Affairs and Security Policy and the Vice President of the European Commission until November 2024. As such, he shapes the standing of the European Union on the global stage and promotes its security and stability. A member of the Spanish Socialist Workers’ Party (PSOE), he served as President of the European Parliament from 2004 to 2007 and as Minister of Foreign Affairs, European Union and Cooperation in the Government of Spain from 2018 to 2019. Born and raised in Catalonia, Borrell is an aeronautical engineer and economist by training as well as professor of mathematics. He entered politics in the 1970s, during Spain’s transition to democracy.
