After World War II, Europe and the United States created a common structure. The fall of the Soviet Union in 1991 caused many to start doubting the further use of a European-American alliance. The United States believed they didn’t need Europe and wanted to embark on their own course. But the terrorist attacks of 11 September 2001, one month before Richard Holbrooke pronounced his Nexus Lecture, made clear at once that Europe and the United States depend on each other more than ever in confronting terrorism.
